1.      The Golden Oldies Bowling League will consist of 26 teams comprised of 4 bowlers each (the 26th Team is currently a “Bye” team). League play will commence on Tuesday August 29, 2006 at 12:45 PM. The season will continue on each Tuesday for 35 consecutive weeks through April 24, 2007. League bowling will automatically be postponed on Tuesday’s when the snow emergency plan has been implemented in Frederick County. If a bowler is in doubt, they should call Terrace Lanes at (301) 662-2777 for clarification. The league secretary will reschedule postponed dates for Thursday of the following week if the lanes are available.

2.      The Golden Oldies is a Senior League. All members must be 55 years of age or older.

3.      The Board of Directors is composed of all the league officers and each team captain. The Board of Directors shall be responsible for making decisions on all matters arising in the league and deciding all protests involving USBC or league rules.

4.      The weekly fee per bowler is $10.00 with $7.50 paid to Terrace Lanes for lineage and $.30 to the league secretary. The remaining $2.20 will be deposited into a two signature (league president or vice-president and secretary) bank account in the name of Winter Golden Oldies. If a substitute bowler is used the absent member shall pay the weekly $10.00 fee. If a blind score is used the absent bowler must pay a $2.50 fee. Should a team forfeit a match, for any reason, they will be expected to pay the $2.50 per bowler. Individuals are expected to pay their fee prior to bowling each week. A bowler may not be more than two (2) weeks in arrears for their weekly fee. Bowlers who are more than two (2) weeks in arrears will not be permitted to bowl until they have paid all monies due the league. This rule will be rigidly enforced.

5.      A team roster shall consist of four (4) players in any combination of men and women. A substitute bowler may bowl for either gender.

6.      All bowlers must be sanctioned through USBC. A sanction fee of $20.00 for men and $15.00 for women (or proof of sanctioning) must be paid the first day of bowling. This includes $10.00 USBC and $1 State. It also includes $4.00 local for women and $9.00 local for men. A franchise fee of $20.00 per bowler will be paid to the league by the sixth week of bowling. This money will be used to pay for the last two weeks of bowling. Should a bowler drop from the league these monies will be used to pay for the team’s unpaid expenses.

7.      The Golden Oldies Bowling League is a handicap league with handicaps based on 100% of 220. The individual average to be used for the first two weeks (6 games) of bowling shall be the final 2005-2006 Winter Golden Oldies average, providing they have bowled a minimum of 21 games in that league. Note that this pertains to all players, substitute or regular. All other bowlers’ first week average will be computed after the player has bowled three consecutive games.

8.      Two regular team members must be present to constitute a legal line up. Such line up must be present by the time both teams have completed the third frame or the team without the legal line up will forfeit that game and the opposing team will be awarded one point. This rule applies to all three games of a match. A tardy bowler (one who is not prepared to bowl prior to the start of the fourth frame) will not be allowed to bowl until the start of the next game.

9.      An absentee score will be the average of the absent bowler minus 10 pins, plus their full handicap.

10.  A vacancy score will be the average of 135 plus a handicap of 85. A vacancy occurs when a team does not have a complete 4-person roster. Note for clarification: An absent bowler is when a team has a complete roster (4 persons as listed on the latest league standing sheet) and a bowler is not present to bowl. In this case they may use a blind score or have a substitute bowler. A vacancy occurs when a team does not have 4 persons on their team as of the latest league standing sheet as published by the league secretary. A substitute bowler may not bowl in place of a vacancy.

11.  No new substitute bowlers may be used during the last two weeks of bowling.

12.  A bowler may bowl out 5 or fewer frames of their last game.

13.  A team scheduled against a non-existent team must earn their points. The team must bowl their team average less 40 points to win a game. They must bowl three times their team average less 120 pins to win total pins. Points not won by the team for failing to bowl the prescribed score will be recorded on the league standing sheet as the “BYE” team.

14.  Team captains are to contact the league secretary when requesting a postponement or to pre-bowl. Requests, except for emergencies, must be made at least 48 hours prior to the scheduled match. Pre-bowled matches may not be scheduled more than two weeks prior to the regularly scheduled time. Postponed matches must be bowled within two weeks of the scheduled week or prior to the final week of bowling, whichever comes first. The captain of the team requesting the postponement must work with the league secretary to schedule a pre or postponed match. Bowling unopposed is permitted when all other options have been considered.

15.  The league president shall appoint a prize/awards committee who will present a prize list to league members on or before the fifth week of bowling for their approval.

A.     A team using a substitute may qualify for a team award.

B.     A bowler must have bowled at least 70 games to qualify for individual awards.

C.     A bowler may receive only one individual award.

D.     When an individual qualifies for more than one individual award the one with the highest value shall be awarded.

E.      A team may qualify for only one award for either high team game or high team series (handicap or scratch). A team qualifying for more than one prize will be awarded the prize of higher value.

16.  The league president will appoint at least 3 league bowlers to a rules/by-laws committee. This committee shall meet in August. Their recommendations will be presented on the first day of the new winter bowling season.

17.  The league president will appoint a nominating committee to solicit nominations for election of officers for the next season. The election will be held on the last day of the current season.

18.  There will be a 50/50 held each week. The leagues 50% of the monies collected shall be deposited in the Golden Oldies League bank account and may be used for the awards luncheon and any approved league expense. Funds remaining after all expenses have been paid will be donated to a local charity that benefits seniors.

19.  USBC rules govern any situation not covered in our league by-laws.
